Why can I access a file from amy web server even though viewing the directory URL doesn't existis a broken link?

WARNING: IM A TOTAL NOVICE

So i'm I'm trying to understand how i'mI'm able to access a PDF file from amy website on say,

"www.website.com/Documents/Publications/2015/file.pdf"

But: www.website.com/Documents doesn't "exist" i.e. it/Documents/Publications/2015/file.pdf when /Documents comes up as a broken link. It appears to be non-existant.
