Could styling <abbr> tag with CSS penalize SEO?
No - using CSS will not hurt your SEO.
IF you do not use it heavily to fool search engines.

Google doesn't seem to update the description or title of my homepage
You can manually request indexing the new version with google search console.
Login to Search Console
Choose your property
Navigate to "Crawl"
Navigate to "Fetch as Google! … Click "Fetch"
Wait until the request appears in the table (a few seconds)
Click "Request indexing"
This will tell google to have a look at this page and index the new version. …
