In My Angular SPA I have links like:

<a routerLink="/en/my-page" ...

When I check it in google search console I see that googlebot see the link as:

<a href="#/en/my-page" ...

It seems that googlebot can't follow such link and therefore can't see my-page.

it's a typical Javascript / Seo problem. It can happen with all JS framework. To make your website comptaible with Google (and benefits of the Seo part) you might use the SSR methos. Server Side Rendering. Once Done google will be able to crawl your website like a typical html website.
