I am in the process of creating a basic .Net Core 2.1 console application in order to reproduce an issue we are seeing around high amounts of TCP connections in a Time Wait status. I stumbled upon this article and found an interesting solution around using Http client cache:

I was already planning on using an Http Singleton approach per Microsoft's recommendations. However, it seems like both approaches solve the same issue so using both might be a bad idea. Anyone have any guidance on this?
