I'm trying to optimize our website's speed. When it comes to SEO, I'm wondering if I should care about things such as the fully loaded metric, which this article says is when 2 seconds have passed and no network requests have been made.

We have a lot of 3rd party scripts that don't seem to affect the user's perception much about if a page has loaded or not, but they definitely have a large effect on the 'fully loaded' metric.

Question is, which metrics actually affect SEO? Is the 'fully loaded' metric one of them?
