Do the decimal numbers in Avg. position report in Webmaster tools mean what I think they mean? Example: 6.8 would mean that URL appeared on page 6, 8 position?

Also, if that is true, I am surprised that a searcher would actually go that far into organic search. An 6.7 actually got 11 clicks.

What would an even number mean; 17, 20?
