If it's still duplicate I understand and will keep searching through the exchange to see if I can find any answers that specifically discuss the importance of the title attribute and Accessibility versus prolonging the comments.

@SimonHayter the linked question ( and the linked search ) seem to point mostly toward the <title> tag and not specifically the title attribute ( on things such as links and images ). The search mostly regards SEO but my main interest is it's use for Accessibility. I've found a couple article that say don't use title attributes and some that say do use them. I'm not sure if that helps clarify my question, I can add this info.

@hexalys I think there are pros and cons; both have their place respectively it just depends on the situation. Since I've asked this I've seen more favor to one single menu but haven't seen anything that says having two separate menus is a bad thing or it being dinged in SEO.

@hexalys not necessarily. I could have a partial menu for a "Main Desktop Navigation" then a "Mobile Menu" with a more full navigation, both in a <nav> just displaying more items in the mobile version so it's easier to navigate.

Most of your quotes and articles refer to having a responsive website and having a mobile website, which is not necessarily what I'm asking ( sorry for the confusion ) but more regarding the dis/advangages or using 2 menus, one menu for a mobile main menu and one for desktop main menu. It seems like having 2 menus, and crawlers reading source code would interpret these separately.

I agree, titling a page talking about your web design services "Website Design" is relevant to the page content, but not necessarily optimized and can probably be expanded upon.
