Very important. Must use 301 redirects. In my experience, Google will keep trying to index the old site's URL for months or even years unless directed to another valid page.

Nice scale but I think your should also factor in the size of the site. If you have a 5,000 page site, then a million unique visitors would be quite different from a 5 page site with a million unique visitors.

In addition, sites blocked by this warning will also be blocked in Chrome and Firefox. If people see links that are not working, they will remove the link from their site. So with time PR is going to drop which will affect search rank.

I know many people say so but there are many SEO fables. I have seen sites with this notice remain in the search results of years with no change. The only comments I can find that actually come form google employees (rather than guesses) say that google doesn't remove the sites but rather tries to contact the webmaster by email, google webmasters and through that warning message. I understand your concern about google in Asia. I live in China. Accessing google is no problem. The google speed has a test feature which includes servers in China, Hong Kong and Japan so you can test before making the switch.

A CDN would be my recommendation too, rather than a host with multiple version of your site on different servers that you have to manage independently, the CDN effectivly does all the hard work for you serving your content from a server close to the end use and speeding up the system. There are some other CDN's too look for asside from CloudFlare. One new on was launched by google just last week. Have a look at code.google.com/speed/pss/index.html

I'd guess this would work. As toby says, edit your hosts file to point that domain to the new server IP for your PC only. Test it works then change your main DNS over.

Really setting up your own server at home is a useful exercise but it's not a long term solution to your hosting requirements. The cost will be roughly the same as running your refrigerator, depending on the efficiency of the PC you use. Setting up a home server is useful to learn how DNS, Apache, Exim and so on, all fit together. This knowledge will than let you move on to real hosting or even to your own VPS is your sites are a success.
