about the "prefer to have" in your question. If by users you mean website users (and not developer users) I confidently think most don't even know what that is, and those who know don't really care as long as it works. On the developer side, UTF-8 is quite standard this days and I can't think of a reason why to use ISO-8859-1 except if you have some old software that requires it.

Yeah, it's cheaper now. Last time I had checked was close to $100 a year. Another inconvenient is that some users may forget the TLD of your domain and replace it with a .com BTW you can try your country tld too.

@MLM Buy a .com that is easy to remember, to say on the phone and that relates to you. Like for example yourname.com. Dot pro domains are expensive and I don't think your customers will value the effort/cost.

I still don't understand what you want to do. I'm not a lawer but AFAIK copyright protects the expression of ideas trough a text. Ideas or words can't be copyrighted. Creative commons only applies to content that can be copyrighted, as it's a general license agreement between the copyright holder and the copyright user.

"Allow" directives are generally redundant, unless they are replacing previous directives. They don't help and they can make the code confusing. The purpose of robots.txt is to exclude url's. By design everything that is not excluded can be crawled.

If the homepage is heavy, maybe there's too much content/links on it, and that can be confusing for the user, specially if it's the first time on the site. Progressive jpegs have advantages over your JavaScript replacement.
