comment How to show content for logged-in vs logged-out users?
Hard to give you an answer, but consider the possibility that the reason why it's very slow has nothing to do with the fact that the website uses tables. I suggest you find what is making it take so long. Google Chrome, under programmer tools, has a network inspector. After confirming that is really because you can try to experiment with the same script in new hosts and finally, if you can't fix it, create some sort of filesystem and files or a cache system.

comment How to show content for logged-in vs logged-out users?
Can you provide more info to help us understanding the problem? Are you using a Content Management System? Are you using frames? How do you do the login now? Why is it that your current method is slower than other methods, if the content is the same?

comment CMS for Managing Quizzes
I personally know Moodle Quizes, but I'm interested to know if there are Quizz-only scripts out there. For other types of simple quizes installing and configuring Moodle is just to much.

comment Should I drop support for IE7?
If you do something as simple as write css, you would know that there are significant differences between IE7 and more standard compliant browsers. In some cases, it's not necessary that IE7 reproduces the site the same way all other browsers do, but the site has to work in IE7 if a considerable fraction of your visitors use it.

comment Displaying the same page, no matter what URI
Suggestion: Consider just using the 301 redirect suggested by Nathaniel bellow, without the message. Search engines will transfer pagerank (or similar indicator) to the new URL. With a message that might not happen. Search engines will think the content was deleted and will not transfer it to the new URLs.

comment Crossing Twitter follow info with members database
@michal-gancarski It's not practical, as open rates for lists go from 15% to 25%. To get to everyone I would need to send 5 to 10 emails focusing on this issue, and defocusing other important issues. Besides it's hard to find an effective and affordable incentive: I might have about 10 thousand positives!
