Not even if you change the content. It's only cloaking if you show Googlebot different things than actual users. As long as Googlebot with js sees the same as users with js, and Googlebot without sees the same as users without js, it's not cloaking.

If anyone finds this through Google: if you decide to remove Cloudflare from your site and notice the number of online guests is always at 0 or 1, this is the reason. You have to revert this fix if you stop using Cloudflare.

The "substantive blocks of content" part is open to interpretation though. The name and address of a doctor can hardly be called a "substansive block of content". Either way, using canonical URLs is a good idea for lists like this.

Is your site in French, or do you have seperate pages for people from Luxembourg? If you have seperate pages, you could use the hreflang tag.

I forgot all about rel canonical... I still see a few "?mobile=mobile" links on Google, but I have canonical links in place, so it shouldn't be causing any duplication problems. Thanks a lot. The basic setup is responsive and uses the same URLs for both mobile and desktop, but the problem was switching between the two manually. The code for that isn't optimal, but if it won't cause any problems, it's not too high on my priority list to fix. It's a hobby site so I'm just glad it's not causing duplication issues.

I didn't write it myself, and I would rather fix it through GWT or robots.txt or the like than trying to figure out how it works exactly. I barely know php too.
