What does this sentence I then need to call eg. /change.php with id=1 to do something about that document. mean? Is that a link that is clicked? Or a hidden form? Or something on the backend? Question is not very clear.

Right, static = no databases or flat files. The pages that are served are the actual files that need to be edited. Classic would be .html files, though files with server side includes or limited PHP would be allowed, but customers edit only the static parts of the content.

Also, in the FAQ webmasters.stackexchange.com/faq , programming questions really should go to StackOverflow. If it was just "what's the basics" then I think your question is fine, I answered it. But given that you want a MUCH more detailed answer, and information about a specific IDE, it definitely is more programming-related.

camainc, so I would break this out into multiple SO questions. What are the preferred free PHP development tools? What are the best resources for WordPress programming and development? Does anyone use Visual Studio to do WordPress development? Your question could only possibly be answered with something very long and detailed, and could still be argued with, and will always be changing. I think the code-centric nature of the question really lends itself to StackOverflow more than this site.

Drupal is not a static website. Drupal requires a complete rewrite and rethink of an existing static website. Drupal is great, but it is in no way a competitor to Contribute.

Not indexing a piece of a page is an extra step, it's additional data that requires parsing, so I find it understandable, given it's not something many people use, that Google would ignore it. It doesn't strike me as evil, just practical. It's a "nice to have" not a "must have" in my mind.
