I will correct myself now after a bit of time and testing, yes rel="nofollow" is a good option, whereas robots.txt would ask google not to index the pages at all, my mistake. I don't think this is the best way to do it but it is not incorrect so thank you.

Matt Cutts: "The nofollow attribute is just a mechanism that gives webmasters the ability to modify PageRank flow at link-level granularity. Plenty of other mechanisms would also work (e.g. a link through a page that is robot.txt'ed out), but nofollow on individual links is simpler for some folks to use. There's no stigma to using nofollow, even on your own internal links; for Google, nofollow'ed links are dropped out of our link graph; we don't even use such links for discovery. By the way, the nofollow meta tag does that same thing, but at a page level."

Also, we are mainly focused on building excellent content as you are right that this is VERY important, but structure is a huge part of this. Why do you say that using the nofollow in this way will result in penalty, I can find no evidence that this is true.

Thanks for answering bybe, do you have anything to support the "manually controlling PR is bad" point of view, this is in direct opposition to the advice I am being given (by someone who built a very popular PR 7 site)?
