I believe that Blogger stopped offering FTP publishing because hardly anyone was using it, so it wasn't worth the resources needed to maintain the separate FTP-version of the Blogger software.

While the the robots.txt file is always found in the root folder of your site, not all CMS's allow direct access to this file. In particular Blogger does not allow this.
