@JakeGould By way of example, I was once quoted in this manner by USA TODAY. Unfortuntately they didn't do outbound links at that time, but I still picked up plenty of traffic just by having my blog named in the story.

Percent encoding is case insensitive, i.e. %7e and %7E are equivalent. The preferred form is uppercase. All of the rules on what is or is not case-sensitive are in RFC 3986.

#adunit does indeed contain a transform: rotate(1deg); which is being served from Google's googleads.g.doubleclick.net/pagead/ads? (query string omitted as it doesn't fit in the comment). So Google is definitely doing it, at least to me.

Do you mean www.example.com/#!about? There's no need for escaped fragment in the URLs you posted. And this sort of single-page application design is very user-unfriendly anyway, so you may want to reconsider it.
