I have since realized that the iframe that Google Tag Manager uses, is not used all the time (I believe it is a fallback), but I didn't realize that until I reviewed the un-minfied source of the GTM tag.

Always leave one 'view' that is unfiltered: No filtering out IPs; no adjustments to users; no custom parameters. That way when things go haywire (as they always will, analytics is complex and frequently changes) you can quantify, compare, and diagnose the problem.

As John is touching on, your tactics were just detected. And early on, I did similar things...Unfortunately, spammy stuff works for a while; it works until you get caught or an algo update comes along. If you want to rank for different locations I recommend looking into accurate use of structured data (e.g. schema.org) to ensure that search engines clearly understand the areas your business serves (indexing)...combined with legitimate off-page SEO methods (ranking).
