No, its just setting up PHP to read in and conform to the rules of .htaccess, of course this would have to be programmed into your PHP. In essence, what I am stating is that in theory it would work if one were to take the time to program it to work in that manner, yet, would you want to do it that way, would be a better question to be asking.

In a short and quick answer, yes, so long as the hosting platform (operating system and its version, http server, database server, programming languages) is identical or pretty close to it. I always develop using VMs or local servers, then deploy online. For instance, I run FreeBSD UNIX as a VM, which mirrors the Hosted VPS Servers upon which I deploy my applications. And no, the VM isn't an active mirror, its simply a test and development platform, making it quicker and much more easier to develop.

I do believe the law states you must be asked to cease and desist. When you don't cease and desist is when you get sued, going back to the idea of allowing anyone to delete an image they find undermines their copyright holdings.

If you want the know about the nuts and the bolts of the Internet, it would be a good idea to look into TCP/IP, HTTP, FTP and other protocols which are the lifeblood of the Internet. My extensive knowledge was at first an infatuation with dial-up networking close to two decades ago. From that knowledge you can indeed get a better idea of how the Internet operates as a whole, I wouldn't suggest going into PTP or other protocols for you're needing to see the active Internet and not the structured Internet. So yeah, learn about TCP/IP, it truly is the base for most Internet communication.
