Thanks @stephen, this is helpful. And yes, that last line is confounding. There definitely seems to be something wrong with the documentation, and maybe the counting method for the chart, too.

This seems to contradict the example provided by Google, which suggests that users 1, 2, and 3 -- all of whom visited at least 1 time -- would count for the first row.

Thanks! This works, but it's time consuming and allows one to only compare 4 segments (countries) at once. But it does work.

Been looking into this. A few interesting finds. One of them: not all one-boxed results are clearly indicated as non-normal search results by their ved params. Found a new type of param for certain one-boxed results, too: "sqi". Keep an eye out!
