@bybe I know that they are using a shortcode plugin. They seem to be a little familiar with PHP enough to know that my open and close tags would need to be replaced with their shortcode.

@ChristineCooper A Google search of WebCat Filter brings up motor.com/page.asp?page_ID=129 so yes they have a website. As DisgruntledGoat suggested, contact them if you want your site to not be filtered by their software.

@Yisera have you tried removing the code RewriteCond %{HTTPS} off isn't this turning HTTPS off then you rewrite to your HTTPS secure server? Wouldn't that create an infinite redirect loop? In Bing and Google webmaster tools have you specified https as your primary domain.

Manually editing your DNS won't help since visitors DNS cache and root zone records may not be updating as quickly as you'd hope. Visitors will still get errors if your site is down. Why can't you migrate servers? There are so many options and i'm sure plenty all within your price range for hosting. If your host is going down that often that you're asking about this. I'd like for a new host.

Add 64gb of RAM, multiple Xeon E7's and assuming your hosting at home put your box in a colo with a gigabit nic, that should take care of hardware performance. Now install APC, and Memcached. But really you're asking open ended questions. Is your application slow running on the web server, is Apache itself slow, is your server slow 1gb+-? Be specific with your question

If you run a traceroute to your website a network failure on any hop can cause your website to not load. That all depends on router configurations all along the way. Do they re-reroute to an available router or just time out your connection. Ideally you would have more than two name server setup for your domain, typically most websites have a primary and secondary name server. You can also setup more DNS services, but that's just part of keeping your site accessible if a DNS server fails.
