comment How do you make websites?
This is really too broad a question. The answers will depend (heavily) upon the preferences and experiences of the individuals providing the answer, as well as the specifics of the website. For example, I'm good with HTML and can do some CSS; using these technologies are sufficient for the few, small sites I maintain. For larger sites, a CMS or framework would be more appropriate.

comment wamp installed can't find localhost
Did you actually start WAMP running? I usually do this by starting a command prompt window, cd'ing into the WAMP directory and then running the program to start WAMP (I think it's wamp_start, but can't confirm at this time as I don't have access to a machine with WAMP installed.)

While there is centralization taking place, NASA has thousands of websites which were originally developed independent of one another and thus the technology used for these sites is all over the place.
