You would want to optimize the mobile page for speed, layout etc... because it would provide a better user experience and Google will notice it and serve your page more frequently. It would be a plus regarding SEO of the mobile page, and your site in general (but the plus for the canonical page would be marginal IMHO).

Not at all, it is not a bad practice to have <h1> on many pages. You will never hurt yourself with that from a SEO perspective. However, I would avoid using many <h1> on a single page, unless it really makes sense. If you don't know about the 'title' meta tag, you also need to learn about it, because this is what search engines will use when displaying your pages in search results.

I would have been happy to create an answer, I don't think the question is too broad. @Sharen: use alt and title (with descriptive text, no keyword stuffing, it is illegal), but don't use hidden text (illegal) or meta tags (not taken into consideration by search engines).

Yes, not need for lazy loading. Moreover, 60 links in the mega menu is not an issue. So regarding indexing, I personally would not mark them as nofollow to let Google find about your pages. I would also implement a sitemap.xml containing the URL of all your pages.
