Many people suggest and do follow the strategy of commenting on related niche blogs with links to their own sites. Is this legitimate and a good way for SEO? Or it has some harmful side as well?

Ratio of No-follow & Do-follow Backlinks
I know that when it comes to obtaining backlinks, a no-follow is pretty much worthless. However, does Google (or other major search engines) penalize for sites that have nothing but do-follow links?
