I need to allow users to upload an image to a web server (running IIS7.5, + sql server 2012), the web application it being written in ASP.NET(4) VB.

I want to allow the user to select am image, then click upload, i then want to check if its under a certain size both pixels and file size, and only jpg or png. Once we know its a usable file, upload it to the server and save (for example) 3 copies of different sizes (thumbnail, medium size and original)

What is the best way to achieve this?

I am also running PHP on the same server so this is an option.
