When registering a .cat TLD, one of the requirements is

Warning: the registration contract for domain names in this extension require that you publish at least one page in Catalan within 6 months.

How is this requirement enforced by the TLD owners? Do they have bots that scan for links going to pages in Catalan?

I am trying to determine if this entails any restrictions with regards to the nature of the website itself. If, for example, a page used Javascript to populate the page, would the bots miss this (meaning, single page applications may be undesirable).
