I am looking to build a new website that has a very unique comment section application. That is as far as detail I could go. My questions are:

is there a specific site that has a community of web builders that I could bid the idea to?

My application is going to be patented in about a week. After that I will be able to more open about what the project consists of but I do have some more questions.

Should I be looking for one person to develop the whole thing or should I get one to design UI and then one to do the back-end of it?

Can I hire a graphic arts designer to design the look of the website (and mostly application) and then have the developer "plug it in"
