We need to hire a pro webmaster and we were wondering if there was any recognized webmaster certificate or something similar that could endorsed the candidate background or any recognized place to hire pro webmasters ?

Any thoughts ?

The best thing to ask your potential web master is for a portfolio, and references. Does his or her portfolio contain websites which you like and do you feel comfortable giving them the job? Can they handle the work? A CSS person great at CSS and HTML may not know how to code custom PHP. – Anagio Dec 11 '12 at 7:21
@Anagio, Tks, That's exactly what I wrote in the question before the edit and it has been closed... We ourselves know Php/CSS/Javascript, and we are checking portfolios already but wanted to know if any kind of webmaster certificate was available to help us decide, since we need a full time webmaster we don't want enthusiasts, but real pros. There's no formal certification. In school we had HTML classes but how relevant would that be today with HTML5 css3? I learned that on my own though. Base it off work experience, portfolios, and references. – Anagio Dec 11 '12 at 8:22
