I have a friend who wants to promote his special event decorating business in multiple locations (e.g., Boston, Montreal, New York, etc). He asked me for help in attracting traffic for those multiple pages. What are the most efficient ways of doing this? Would Google penalize those pages for having similar content?

@Angio, John Conde: How does it need to be changed? I am asking what SEO techniques are efficient for location-targeted pages. I don't understand how that's unconstructive. – Glycan Nov 24 '12 at 0:59
