I have often faced a case where the competitors of my client use SEO blackhat tactics where they contact a SEO company to do link building for their websites and products.

Here is an example of a typical case of a fake blog created only for link building purposes

Does Google have any feedback channel where one could submit cases like this, so that Google would punish the link builders?

Are there any means to bring these blackhat companies to pushame to damage their reputation?

You can report spam links for Google at Webmaster Tools. There is a specific form for paid links: google.com/webmasters/tools/paidlinks – Mikko Ohtamaa Oct 29 '12 at 13:39
