Here is what i'm wanting to do. I want to have a page on my site where users can 'broadcast' audio/video using their webcam. I know some PHP so I can build this if someone can provide me some pointers on how to get started. What i'm thinking is that there will be an option for users to have their own mini 'shows' on the site

You're going to need to know a lot more than "some PHP" to set up a site where presumably multiple users are going to be streaming video… This is way too open-ended to be handled as presented, cf. "If you can imagine an entire book that answers your question" – Su' Jul 30 '12 at 9:14

If you're using WordPress a plugin like this with a multinetwork setup should let your users broadcast their own shows. http://wordpress.org/extend/plugins/videowhisper-live-streaming-integration/

The VideoWhisper Live Streaming software can easily be used to add video broadcasting features to WordPress sites and live video streams on blog pages
