This is the site. It is and was hideously done, and old versions are abundant two clicks away from the front page. I'd love to recode it, by I'm only allowed to if it won't take up much time. I don't have any experiance with web development. I'm thinking about using flask. Is this a good idea? What I'm looking to make a wireframe, that is all. (I'm not very sure if this is the right formulation- feel free to change it)

Define what you mean by framework. Do you mean server side, (what language are you using then?) javascript, or CSS? – ZJR Dec 30 '11 at 4:36

Check out HTM5 boilerplate. Development time will vary depending on skill level.
